Updates the documentation site tooling/configuration to align with Docusaurus v4 migration expectations (Issue #7203), while staying on the latest Docusaurus v3 release.
Changes:
- Bump Docusaurus packages from
3.9.2to3.10.0in the docs site. - Raise docs site Node engine requirement to
>=20.0. - Enable/adjust Docusaurus
futureflags (v4flags +faster) to prepare for v4 behavior.

Seems like the docs were quite up-to-date which is good. Makes the transitioning to new versions really easy.
