Evaluate CBOR RFCs for improved use in DOTS

Since creation of DOTS, the CBOR standard made some progress with specifications like
https://datatracker.ietf.org/doc/rfc8742/ which can be used for dumps and records.
Using https://datatracker.ietf.org/doc/draft-ietf-cbor-file-magic/ is is possible to let "file" print out more information about
the dump or record.
