Add documentation to the DPub Wiki for knowing how to onboard a collection into Hitide, l2ss-py, tig, forge, etc

Need to setup a Wiki page to explain all the steps to adding new collections to HiTIDE for L2ss-py, forge, tig, etc.

Need to explain the parameters in here also:
