SWODLR Event-based Architecture Refactor

Goal: Refactor SWODLR away from a polling-based architecture to an event-based architecture

Tasks:

• NGAP permissions to allow external publishing on SNS topic
• JPL permissions to allow publishing to NGAP
• Develop HySDS job + user rule to publish event messages to SWODLR SNS topic (Develop HySDS Job + User Rule for SNS Publishing #66)
• Deploy new job + user rule to SDS and get feedback/testing from SDS team
• Refactor SWODLR's architecture to utilize event-based processing over polling
