This PR adds a new package coming from Polymath Robotics for connection to an Axiomatic CAN-ETH Adapter (more in the README). It mimics the structure of the socketcan adapter library, while supporting a new CAN-ETH bridge. It further allows for a bridge between the CAN-ETH and scoketcan interfaces if desired.
