v0.13.1 — icon fix

Patch release on top of v0.13.0.

Fixed

Windows app icon. The GUI window/taskbar icon was missing in the portable/installer build because the app couldn't locate its icon at runtime. The icon now ships inside the package, so the window and taskbar show it correctly (pip installs get it too).

If you're on v0.13.0, update via Settings → Software Update → Update now, or reinstall with telegram-download-chat-v0.13.1-setup.exe.
