This changes the setup-azure-porter-wif.sh script to wait for the federated-credential we create to be persisted in Azure.

This changes the setup-azure-porter-wif.sh script to wait for the federated-credential we create to be persisted in Azure. The script will wait for up to 90 seconds for the credential to exist.
