This PR introduces a new feature that allows the placement of tag pills on docs pages to be configured globally and overridden per-page. Tags can now appear either at the top (below the title) or at the bottom (after page metadata or at the end of content), based on a new
tags.locationsetting and an optionaltag-locationfrontmatter field. The implementation includes updates to the configuration, data generation, frontend JavaScript, and comprehensive tests and synthetic examples.
