Remove rsconnect `mcp-server` command

This feature was experimental and made obsolete by the fact that modern coding agents are already excellent at discovering and invoking command-line tools directly. 

`mcp-server` is also an overloaded term and as we push forward on other connect mcp depoyment efforts we should try to keep the story clean.
