Use the brand statusline on every forge's review comments

All four forges now build inline comments from one helper: GitHub and
GitLab render the brand status icons (rich markdown), Bitbucket and
Azure DevOps get the identical severity/confidence/kind statusline in
plain text since they display raw HTML. The silent clean-PR comment
carries the pass icon on rich forges, and check summaries follow the
same rich/plain split.
