Unable to install PowerShell 7.5.4 via winget. Installation hangs indefinitely in "Please wait while Windows configures Powershell 7-x64"

Steps to reproduce

Hi,

I tried to open powershell normally, it hung for 10+ minutes and never opened prompt. So i closed and tried to update to latest Powershell 7.5.4 with winget. I uninstalled my current powershell manually through "Right Click -> Uninstall". I tried to install latest powershell with winget, it hangs indefinitely. I ctrl-C'd the installer command, force closed the windows installer, deleted the entire C:\Program Files\Powershell folder and tried again. Still hanging indefinitely. I've repeated this 3 times and all hanging indefinitely (its been over an hour now).

Expected behavior

Powershell 7.5.4 can be installed via winget successfully.

Actual behavior

Powershell 7.5.4 can be install hangs indefinately
