[site] Single "/" is not rewritten with base_url

Clicking the brand link ("Statocles") brings the user to someone's blog (http://preaction.github.io) not the home page of the site (http://preaction.github.io/Statocles).

It turns out this is a bug in Statocles, not the website theme: A single "/" as a url is not rewritten with the base_url as required.
