[DOC] README should mention all purposes of this repository

Initially, this repository was only intended to share "Default community health files for the process-analytics organization".

But today, it stores the organization profile and some configuration files.
Later it will also runs administrative workflows: #25, #28

So the README should be reworked to reflect the actual content of this repository.
Update the GH repository description as well.
