feat(cli): add --json output to utility list commands#332

Add --json option to three list-style CLI commands that previously only
had human-readable output:
- : outputs array of {id, package, setupCommand}
- : outputs array of {name, package, setupCommand}
- : outputs array of {id, name, method, readiness}
Without --json, commands behave exactly as before (backward compatible).
