…oadFleet, saveFleet, getNextId, and CREDS_FILE

The file had two complete copies of these definitions (interfaces, functions,
and constants), plus duplicate imports from node:fs and node:os. This caused
TypeScript compilation errors (TS2300, TS2393, TS2451).

Kept the first occurrence of each (which includes the more complete saveFleet
with merge-back logic) and removed the duplicates that were inserted after
the rollout state section.
