Wallr v0.4.0 — efficiency and correctness update

Wallr v0.4.0 is now available.

This release focuses on efficiency and correctness.

Highlights:

• Static wallpapers render once and sleep. Video and GIF pacing follows frame timestamps.
• GPU pipelines are cached per format and samplers are shared.
• IPC is capped at 64 KiB and validated before any work.
• Package paths are now strictly contained in the registry.
• Daemon holds the render lock only to snapshot targets, so hotplug and IPC stay responsive. Theme work runs detached after the wallpaper is visible.
• wallr reload validates the new config and keeps the last good one on failure.
• Watcher handles create and modify, skips temporary files, and ignores partially written files.
• Video queue bounds are now 1 to 8 for preload and 1 to 240 for max fps.

Docs and README were updated with new badges, screenshots, and clear reload documentation.
