Remove local_interactive parameter and related functions

What changes have been made

• Remove local_interactive parameter as we are defaulting to always enable this feature.
• Removed related functions and adjusted tests.
• Removed creation of initContainer as it's currently broken here and is being created instead in the CFO: [WIP] Add Mtls patch to Mutating Webhook  codeflare-operator#508

Verification steps

• local_interactive parameter is no longer available to be set by user.
• Running through a notebook should work as expected.
• e2e tests passing can be sufficient.
