Updated the code of conduct to reflect Dalec Community guidelines for cncf onboarding

The previous version included resource links and a contact for reporting issues. Consider adding explicit guidance on how to report violations (e.g., CNCF escalation contacts or a project-specific email) to make the policy actionable.
