64 bit IDE support

Hello,

I have just pushed the required changes for the installer to properly install expert packages in the 64 bit IDE that is available with Delphi 12 update 3.

Note that this is very early support meaning that it does not crash the IDE but functionality is not guaranteed.
Known issues are:

• SIMDView expert does not support FPU in this IDE because the processors don't have the 80bit FPU in x64 mode. The code is IFDEFed out but the interface may still display items for those.
• The Debug expert may crash the IDE if there is an exception in a package.

For both those issues, any help is most welcome

Regarding compatibility, Delphi XE2 and 10.3
Just compiled the latest source code and had no trouble building/installing these new packages and/or experts.
I did not test the experts themself, because I'm not sure what to test...

Are you using Delphi 12.3?
That's the only one that has the x64 IDE and the changes are only targeted for that specific IDE version.

Sorry, we only use the two versions - just checked for backwards compatibility
