I find the documentation on this page a bit confusing.
Regarding FIDs you state that these are unique identifiers for a certificate.
Regarding the Stream ID you state the same - but which one is then the unique identifyer?
Also you write that " a Uuid4 is not guaranteed unique". And then:
The StreamID is the unique id of the certificate.
And
The StreamID is a Uuid4, and is the unique identifier for a GC on a registry.
How can the stream ID be a unique ID if it is a Uuid4 and thus can't be guaranteed to be unique?
