This change updates the java-function-buildpack to be in the style of the new Paketo buildpacks. It now uses the `libcnb` and `libpak` libraries and adopts the declarative build plan style of cross-buildpack coordination. It also now requires the streaming-http-adapter-buildpack to contribute the adapter it will use. Signed-off-by: Ben Hale <bhale@vmware.com>
