The deployed runtime polls the relay for its funded quote/config on a
30s cadence (SWITCHBOARD_INTENT_POLL_MS), so a runtime that comes up in
the health=waiting_quote state waits a full 30s per check before it can
observe funding, register ingress, and request its certificate. That is
the dominant component of post-funding activation latency (the long
runtime_https_not_ready / cert 409 loop on the deployer side).

Lower the injected default from 30000 to 10000 for both single and group
deploys. Still overridable via SWITCHBOARD_DEPLOY_INTENT_POLL_MS.
