Fix: mail linking failing in e2e CI tests

Root Cause

When pv service:add mail runs on a project already linked before the mail service existed, updateLinkedProjectsEnvBinary calls reg.ProjectsUsingService("mail") — which only returns projects with Services.Mail == true. But DetectServicesStep during pv link only sets Services.Mail = true if MAIL_HOST is present in .env. A project with only MAIL_MAILER=log never gets that flag, so its .env is silently skipped.

Changes

internal/commands/service/hooks.go — added bindBinaryServiceToAllProjects(reg, svcName): marks all linked Laravel/laravel-octane projects as using the service (idempotent, handles mail and s3).

internal/commands/service/add.go — in addBinary, call bindBinaryServiceToAllProjects + reg.Save() before updateLinkedProjectsEnvBinary, so pre-linked projects are visible to the env update step.

internal/commands/service/hooks_test.go — added TestBindBinaryServiceToAllProjects_Mail and TestBindBinaryServiceToAllProjects_S3.
