Fix fmt:skip issues including some crashes

Description

• Fix fix_fmt_skip_in_one_liners crashing on with statements (fixes Crash with preview style fix_fmt_skip_in_one_liners for certain compound statements #4782)
• Fix fix_fmt_skip_in_one_liners crashing on annotated parameters (fixes Crash with preview style fix_fmt_skip_in_one_liners for function with annotated parameter and # fmt: skip on one line #4781)
• Fix fmt: skip skipping the line after instead of the line it's on (fixes # fmt: skip ignored in fluent interface #3364, fixes fmt: skip is required at the line which follows the one incorrectly formatted #4366)
  • Implemented in the stable style, it doesn't change previosuly-formatted code
