docs: update deprecated PEP URLs to peps.python.org#5115

The python.org/dev/peps/ URLs are legacy and redirect to peps.python.org. Use the canonical URLs to match the convention already used elsewhere in the codebase (e.g. CHANGES.md, src/black/files.py, src/black/linegen.py).
