v0.1.2: Update Jose, Use Did Resolvers, identityDomains, Bug Fixes

Update Jose
Updated jose dependency to v3.
This fixes some typescript issues.

Use Did Resolvers
Include the new did:psqr resolver as well as the did:web resolver

identityDomains
Network configs now contain a list of identity domains (root level DIDs like did:psqr:id.ology.com).
Updates for DIDs like propagate and delete will now use the appropriate network config that has their root did domain.
If none are found it will attempt to update using the did path.
