Pulp replication creates multiple publications for same file repository versions

**Version**
  pulpcore == 3.103.3
  pulp-container == 2.27.0
  pulp-rpm == 3.34.0

**Describe the bug**
On running the pulp  replication task, each of the file repository version creates two publications for the same version.

**To Reproduce**
Execute a Pulp replication task.

**Expected behavior**
Create only one publication for each of the reposiory.
