docs(roadmap): file REQ-093..101 + 10-persona review design doc (supersedes #326)

Summary

Clean rebuild of #326, which had gone stale: branched before v0.13.1/2/3, so merging it as-is would have reverted tools/intro-video/ and the version bumps. This re-applies only its content on top of current main.

Closes a real traceability gap: REQ-100 (externals: kind: source) and REQ-101 (rivet verify gate) were referenced as "filed" by later v0.13.x work, but only ever lived in the unmerged #326 branch — they were never on main.

• docs/design/10-persona-review-roadmap.md — the 10-persona review synthesis (kept as a held roadmap note per direction).
• REQ-093..099 — v0.14.0+ roadmap REQs: implement FUTURE oracles, rivet release-verify, cargo-build-invokes-validate, SACM 2.x schema, DO-330 typed schema, independence-of-verification-layers oracle, rivet_apply MCP tool.
• REQ-100 — externals: kind: source (track non-rivet upstreams without the missing-rivet.yaml warning).
• REQ-101 — rivet verify artifact-driven gate (meld pattern).
