Explain State Backend, and logging in locally #15223

When running this command, pulumi new aws-go you are asked to login. This is different to what is exampled in the documentation. FOr our use case, we want to use S3 for state as that's what we're used to, so expected this as a default. For testing I'll log in using local. I had to do some googling to find all of this out so a link to the login information would be useful at this step.
