Proposed changes

Added a section on "Policy as code" to the policy documentation, outlining its definition and key benefits, including cost control, compliance and security, early validation, best practices as code, and integration with cloud-native tools.

I also included a small change to the style guide, mostly for Claude's benefit.

- Restructure sentence for better flow and readability
- Reformat benefits section as bulleted list for improved scannability
- Maintain 'Pulumi Policies brings' as singular per product naming

I added a revision to Policies so it isn't so abrupt to go from Policies to Policy as Code while keeping the same context. FYI @arunkumar611
