Previously, the acceptance tests were using a version of the puppet agent that was no longer available. This commit bumps the puppet version in the acceptance tests to the latest 5.5 release, 5.5.20.
This commit bumps the development dependency on rake to version 13, in order to patch out a vulnerability that GH was warning about.

I don't think this should have an effect on anything outside of the beaker-puppet testing pipelines so I'm going to self-merge in the interest of speed. |
