We are switching over to GitHub issues for this repository (away from JIRA). This change updates the README to reflect the change.
To provide a little bit of help/set expectations around issues, this change adds a section to CONTRIBUTING.md and references it in the README.

We should mention the community Slack as well. It's at least as active as IRC.

i will add that. also, jean and I discussed removing the IRC just because we weren't aware of anyone on the team watching freenode, what do you think about that @scotje ?
