PSON is always available and so the pson feature was only used for the side-effect of requiring the pson files. This commit deprecates the pson feature and moves the requires to the puppet.rb file so that PSON is available early on.

@zaphod42 do we still have puppet queue in master? does it rely on the side-effect of Puppet.features.pson? loading pson?

puppet queue is in master but is deprecated. Since I moved the require lines to puppet.rb they should already have been loaded.
