The regression[1] introduced in 1.1.1h was fixed[2] upstream, so only skip the test if we're on the affected version of openssl. OpenSSL 1.1.1i no longer exhibits this issue. [1] openssl/openssl@42bb51e [2] openssl/openssl#13585
