Tooling improvements & modernization

While checking the repo and the code, I got several questions related to the tooling and the project's approach to the topic:

• How does testing work? The repo has no CI workflows but I guess there is something in place somehow. Would we want to have the test workflow in CI?
  • Relates to Python 3.13+ support #794
• The repo seems to use Conda for environment management, was this on purpose? Would we want to migrate to uv?
• It seems the generator applies autopep8 to the generated code but
  • autopep8 is pretty outdated at this point. Having ruff with an extensive rule set would be much nicer.
  • There is no lint / format check CI in place, relates to Add basic ruff setup #795

I created #795 as a small demo, but didn't want to push forward anything more than that without a discussion.
