This lib (among others) from the requirement files are not even used, and shipped with Casbin or Flask already.
I believe the unsued deps can just be removed (werkzeug etc...)
I ended up having only those in req files:

casbin>=1.0.0<2.0.0
flask>=1.0.0<3.0.0
PyJWT>=2.0.1

it seems to be ok
