Updates on brain example (WIP)

Changes

• Updates requirements for the brain examples
• Change the dirpath for the manifests to check on the cwdir instead of the helper code placements with dirname(__file__).
• Reformat optionals to be parsed as an rst.
• Adds multiple config comments to each cell for quick config changes.

To-do

• Improve brevity on the runnable notebook to follow WFDB tutorial's layout.
• Move the detailed explanations to extend-reading
• Separate configuration and data representation (with FAQ on the compatible data format)
