- will now raise (at a more sensible location) if duplicated indicies are in obs files
- for duplicate indicies in par files will warn and continue -- will drop if par_type is add or mult else will keep duplicates for direct pars this should be consistent with before.
- consolidated list-like par setup for direct and mult/add pars.
