About the project

cvcuda-cu13 is the new package, with CUDA v13 support, for the CV-CUDA project. The project implements CUDA-accelerated Computer Vision algorithms maintained by NVIDIA.
A CUDA 12 version already exists, with a limit of 200Mb: https://pypi.org/project/cvcuda-cu12/

Reasons for the request

Similarly to https://pypi.org/project/cvcuda-cu12/, wheels for the CUDA 13 version exceed 100Mb (~140Mb)
