Adds Chapter 21 (script + docs + tests) for NSO: best/base/worst + stress scenario pack, one-at-a-time sensitivity scan, cash buffer triggers, and governance templates. Wiring: Makefile target business-ch21 + Sphinx toctree entry. Acceptance: make lint; pytest -q; make business-nso-sim; make business-ch21; make docs.
