feat(developer-hub): open API Reference Pyth Pro link in new tab

Summary

Updates the "API Reference -- Pyth Pro" link on the developer-hub homepage to open in a new tab when clicked. This is achieved by adding a target prop to the SectionCard component and applying it to the external link.

Rationale

The API Reference Pyth Pro link points to an external URL (https://pyth-lazer.dourolabs.app/docs). Opening external links in a new tab provides a better user experience by keeping the developer-hub open.

The change is straightforward - added target="_blank" with proper rel="noopener noreferrer" security attribute for external links.
