Someone made a 95% complete implementation for this, but it was left idle for months before they said they weren't gonna have time to complete it. We tried to complete it for them but discovered MRs that were problematic - out of scope changes, lack of comments, dense code and failing tests. Eventually we just decided to close those MRs.

Let's have someone start this from scratch once the Django rewrite has completed instead. It can wait.
