Description

This feature will post funny and just really outrageously silly and funny. For example I was thinking the command could be along the lines of .techtip and there would be a bunch of different responses one being "Make sure after you come home for work you run a virus scan on your laptop to make sure it isn't sick" and just really funny pointless stuff like. I can give a more updated list that you guys can check over and moderate if needs to be.

Reasoning

This proposal is not useful at all its just here first off for me to practice contributing to real world projects and two just to give the community a good laugh.

Proposed Implementation

I would just make my module a cog and then register the cog.

Additional Details

As this would be my first actual contribution to a real world project please be sure to correct any mistakes I make and I won't be offended at all if anyone critiques or just try's to make this implementation better.
