Add a change log. #56
Description
Add a change log to the repository.
The change log is a document recording the changes introduced by each release of Prefix. It SHOULD be updated immediately after each release. It MUST include the changes introduced in versions released prior to its creation.
It MUST specify which new changes are major, minor, or bugfix changes, according to SemVer 2.0.
