Also, if tomllib can be extended to explicit-kwarg-opt-in-only support storing values without double quotes as strings (and an option could be added to support only string-values, to disable bool/int parsing), tomllib could be used for parsing many existing INI files such as .gitconfig, ~/.aws/config and so forth...

This could be a simple porting story from configparser when dealing with simple ini's very similar to toml, except for quote-less strings

If you want to parse INI, use configparser
If you want to parse TOML, use tomllib

If you are adding a new configuration file to your application and would like it to use a well-specified format, use TOML and tomllib (the recommendation in this issue)

tomllib is not going to parse anything that isn't TOML, if you'd like to change the TOML language https://github.com/toml-lang/toml is a better place
