Request to adopt `hugovk/python-libraries-fuzzers` to Python organization

I would prefer to have a new repository created without the GitHub fork network link to previous repositories, as the plan would be to use this repository during CI potentially.

4/5 of the steering council has seen this and we have no objections, go ahead and create it.

Process wise for the git stuff, i think instead of "moving/adopting" the repo into the org, if just have a new repo created in python/ and push what you want from an existing clone of hugovk's desired origin repo to it. I believe that should prevent github from showing it in the fork network. you'll find out :)

For future reference, here's how I made the new repo:

# Create a bare clone of the fork
git clone --bare https://github.com/hugovk/python-library-fuzzers.git

# Create new empty repo at https://github.com/python/library-fuzzers

# Mirror-push the repository to the new home
git --git-dir python-library-fuzzers.git push --mirror https://github.com/python/library-fuzzers.git

# Remove temporary local clone
rm -rf python-library-fuzzers.git
