Stacks on top of #1773

Changes

  • Move multiple pages into the contributing guide folder
  • Move their links on the front page to the corresponding category
  • Unlink them from the Programming Guide toctree
  • Link them in the Contributing Guide toctree

Follow-up work

  1. Update Release Checklist
  2. Rewrite the How to Build
  3. Update How to Contribute
  4. Update How to Submit Changes
  5. Add style guides for doc
  6. Add style guides for code
