Tal y como sugirió @jdevera en la incidencia #12 se añade una espera antes de darle la bienvenida a un nuevo usuario, para esperar a que complete el captcha o el usuario sea eliminado si no lo hace, posteriormente envía el mensaje de bienvenida si el usuario sigue en el chat.
Por lo que parece había un bug en la versión que se usaba de python-telegram-bot por el que no se podía ejecutar el manejador de un comando de manera asíncrona (necesario para que el bot siga funcionando mientras realiza la espera) así que antes tuve que actualizar de versión.
