FreezeGun is a library that allows your python tests to travel through time by mocking the datetime module. ref: https://github.com/spulec/freezegun
this is useful to avoid creating it every time
in order to track association's member (payements, donations, applications, etc)
create 3 user: - active: user w/ membership for the current year - inactive: user w/o membership for the current year - never: user who never get a membership
this method get all the users that are not a member for a year. if `year` parameter is not defined the current year is used instead.
an helper to define if a user is a member or not.
