Remove the requirement to install requirements for CoreML #9651
Description
After #9483, we now support CoreML out of the box for ET. However, backends/apple/coreml/scripts/install_requirements.sh still exists only to support building coreml_executor_runner. Check to see if we can eliminate this installation script overall.
